Smart Power in Iraq

Public Diplomacy and Strategic Communication During the Surge

As part of an ongoing series of events sponsored by the Institute, former Public Diplomacy Officer Diane Crowe and U.S. Army Major Chris Wade discussed the challenges they faced in the volatile and dangerous environment of Mosul, Iraq, both in terms of working with building Iraqi political, social, and journalistic institutions. In some cases, the coordination involved overlapping and conflicting diplomatic and military public affairs agendas.

The event also served as an opportunity to explore new approaches to "smart power" and the sometimes controversial efforts by the U.S. in balancing "hard" and "soft" power around the world, particularly in the increasingly blurred areas of public diplomacy, strategic communication, and information operations.
